Section 5(a)(1) of the Occupational Safety and Health Act of 1970:  The
employer did not
furnish employment and a place of employment which were free from
recognized hazards that
were causing or likely to cause death or serious physical harm to
employees in that employees
were exposed to laceration and amputation hazards while manually
transferring
slitted sections
of continuous steel sheets from Winder 1 to Winder 2.
Shop, 42" Slitter Line:
During the transfer process from Winder 1 to Winder 2, an employee stands
on a coil cart
platform and manually transfers the slitted section of steel sheets from
Winder 1 to the upper
transfer roll and then manually transfers the slitted section from the
upper transfer roll to Winder
2.  On 08-25-10, a worker suffered deep neck wounds and nerve damage, when
he fell off the
coil cart platform, while passing the steel sheet over the upper transfer
roll above Winder 1.
The worker lost his grip on the steel sheet and it fell and cut his neck.
Abatement recommendations include but are not limited to:
1) One possible method of abatement is to provide an industrial stepladder
with a safe platform
for transferring the steel sheet over the transfer roll.
2) One possible method of abatement is to enlarge the walking/working
space of the coil cart
platform to eliminate the possibility of falling off it while transferring
the steel sheet over the
transfer roll.
3) One possible method of abatement is to relocate the top transfer roll
so that the worker does
not position himself below the strip of steel sheet being transferred.
4) One possible method of abatement is to install a snub roll over the
transfer roll to prevent the
strip of steel sheet from falling on a worker.
