Instance 4) The mower was not porvided with a means to prevent it from moving without first being actuated out of the neutral position. Among other methods, one feasible and acceptable abatement method is to adhere to the safety specifications put forth by ANSI/OPEI B71.4 - Commercial Turf Care Equipment Safety Specifications. Another method is to cease the usage of the 1984 Ferguson lawnmower.
