a.On or about March 10, 2011, the employer did not establish an emergency
response plan to aid or rescue tree trimming employees who worked at
elevations
or operated hazardous equipment on the ground.
Feasible and acceptable methods of abatement to correct the hazard
include, but are not
limited to the following:
(1)Employ an additional climber knowledgeable in aerial rescue techniques
in order
to aid, stabilize, or lower an injured climber.
(2)Obtain aerial lift equipment capable of removing an injured employee
from trees
(3)Evaluate each job site and tree for access and feasibility of rescue by
local public
emergency services to include liaison with the specific agency for
concurrence of
their aerial rescue capability on each job site.
