Section 5(a)(1) of the Occupational Safety and Health Act of 1970:  The
employer did not furnish employment
and a place of employment which were free from recognized hazards that
were causing or likely to cause
death or serious physical harm to employees in that employees were exposed
to fire and explosion hazards:
a.)Sifter Room - The room was not provided with explosion relief panels,
on or about September 30,
2009.
b.)Sifter Room - There was 2" diameter flexible ducting connected to 4"
flexible ducting that was not
grounded and bonded to present static electric build-up, on or about
October 29, 2009.
c.)Outside of the Packaging Room - The Donaldson-Torit dust collector had
deflagration venting that
vented into a potentially occupied area that contained mechanical and
electrical equipment, on or about
October 16, 2009.
ONE FEASIBLE AND ACCEPTABLE METHOD TO CORRECT THESE HAZARDS IS TO
INSTITUTE A
WRITTEN HOUSEKEEPING PROGRAM THAT MAINTAINS COMBUSTIBLE DUST LEVELS TO LESS
THAN 1/32" ON ALL SURFACES, GROUND AND BOND ALL DUCTWORK AND LOCATE THE
DUST COLLECTOR DEFLAGRATION VENT AWAY FROM POTENTIALLY OCCUPIED AREAS IN
ACCORDANCE WITH NFPA 61.
