Section 5(a)(1) of the Occupational Safety and Health Act of 1970: The employer
did not furnish employment and a place of employment which were free from recogn
ized hazards that were causing or likely to cause death or serious physical harm
to employees in that employees were exposed to 1,3,5-Triglycidyl-s-triazinetrio
ne or 1,3,5-Triglycidyl isocyanurate (TGIC) in excess of the recommended levels:
a) Powder Coating Spray Booth: The employer failed to provide a workplace where
an employee's exposure to TGIC was not above the threshold limit value (TLV) fr
om ACGIH of 0.05 mg/m3. An employee, powder coating, was exposed to TGIC at 0.13
mg/m3 as an 8-hour time weighted average (TWA) concentration which was 2.6 time
s the TLV. Zero exposure was assumed for the unsampled time period. Violation oc
curred on or about 4/7/11. Feasible and acceptable methods of abatement to corre
ct this hazard include
but are not limited to the following: a) Use powder paints that do not contain 1
,3,5-Triglycidyl isocyanurate (TGIC) b) Increase flow for the ventilation system
to capture powder coating at the source of the operation. c) Install visual gau
ges or audible alarms to alert the operator if the proper capture velocity in no
t being maintained. d) Effective respiratory protection shall be provided and us
ed by exposed employees as an interim protective measure until feasible engineer
ing and/or administrative controls can be implemented, or whenever such controls
fail to reduce employee exposure to within the recommended limit.ended
