Labor and Employment Article, Section 5-104(a): The employer did not furnish employment and a place of employment which were free from recognized hazards that were causing or likely to cause death or serious physical harm to employees: (a)Date of Violation:11/09/09 Location:Blending Area Condition:Employees were exposed to explosion and fire, created by discharge of static energy, that ignited the contents of a mixing vessel containing Heptane, a Class IB flammable liquid. Among other methods, feasible and acceptable means of abatement would be to ensure proper bonding and grounding throughout the system, utilize an inerting system, implement the use of non-sparking tools, natural bristle brushes, and anti-static clothing and footwear, and comply with guidelines outlined in the National Fire Protection Association (NFPA) 77 Recommended Practice on Static Electricity. Abatement documentation (photographs, receipts, copies of programs, training certification, etc.) is required for this item.
