P.L. 91-596 Section 5(a)(1) of the Occupational Safety and Health Act of 1970: The employer did not furnish employment and a place of employment which were free from recognized hazards that were causing or likely to cause death or serious physical harm to employees in that employees were exposed to the hazard(s) of: a)In front of the job site - on or about January 14, 2011, two workers were exposed to overhead struck-by hazards when working under a load lifted by an excavator with a bucket attachment. Among other methods, one feasible and acceptable method to correct this hazard: The employer shall require all operators to understand and follow the operator's manual and require the use of the safety locking system when employees are working under a load. ABATEMENT CERTIFICATION AND DOCUMENTATION ARE REQUIREDATION
