Section 5(a)(1) of the Occupational Safety and Health Act of 1970: The employer did not furnish employment and a place of employment which were free from recognized hazards that were causing or likely to cause death or serious physical harm to employees in that employees were exposed to the hazard of being struck sharp pieces. PVC pipe was being used to transport compressed air.... "Among other methods, one feasible and acceptable abatement method to correct this hazard is to:" Only use material with shatter resistance properties. (Reference Plastic Pipe Institute document). 2. Follow manufacturer recommendation on application. A.) On or about 3/10/10, in the production area, the employer exposed employees to shatter and cut hazards as compressed air was distributed throughout the facility via PVC piping. The compressor for the air was set to 118 psi and at the user was 72-75 psi for use at equipment. In accordance with 29 CFR 1903.19(c), abatement certification is required for this violation (using the CERTIFICATION OF CORRECTIVE ACTION WORKSHEET). A feasible and useful method to correct the hazard, as recommended by the Plastic Pipe Institute could be that pipe be buried, encased in shatter resistant material, or replaced with metal (copper, iron) pipe or ABS type plastic pipe.
