Section 5(a)(1) of the Occupational Safety and Health Act of 1970:  The
employer did not
furnish employment and a place of employment which were free from
recognized hazards that
were causing or likely to cause death or serious physical harm to
employees in that employees
were exposed to: caught between hazards, while working in and around a
conveyor system at
an asphalt plant, which does not have emergency stop devices installed.
On or about 07/22/10 at 329 Smith Road, Byron, GA: Employees were exposed
to caught
between hazards, while performing work at an asphalt plant. The employer
failed to ensure that
the conveyor system was protected by an emergency stop devices.
In accordance with 29 CFR 1903.19(d), abatement certification is required
for this violation
(using the CERTIFICATION OF CORRECTIVE ACTION WORKSHEET), and in
addition, documentation demonstrating that abatement is complete must be
included with
your certification.  This documentation may include, but is not limited
to, evidence of the
purchase or repair of the equipment, photographic or video evidence of
abatement, or other
written records.
AMONG OTHER METHODS, ONE FEASIBLE AND ACCEPTABLE ABATEMENT
METHOD TO CORRECT THESE HAZARDS IS:
The employer shall comply with the provisions of ANSI B20.1-2009 Safety
Standard for
Conveyors and Related Equipment.  In accordance with chapter 5, paragraph
5.11.2(c)
"conveyors, where operator stations are not manned or are beyond voice or
visual contact from
drive areas, loading areas, transfer points, and other potentially
hazardous locations on the
conveyor path not guarded by location, position, or guards shall be
furnished with emergency
stop buttons, pull cords, limit switches, or similar emergency stop
devices."

were exposed to an extremely hot pipe, which transports hot asphalt from
the hot asphalt tank.
The pipe's surface temperature is approximately 325 degrees Fahrenheit.
On or about 07/22/10 at 329 Smith Road, Byron, GA: Employees were exposed
to thermal
burns, while performing work in the area of the hot asphalt tank and pump.
The employer
failed to properly guard or insulate a pipe, which transports hot asphalt
from the hot asphalt
tank. The temperature of the pipe is approximately 325 degrees Fahrenheit.
AMONG OTHER METHODS, ONE FEASIBLE AND ACCEPTABLE ABATEMENT
METHOD TO CORRECT THESE HAZARDS IS:
The employer shall install a barrier or place insulation around the hot
asphalt pipe, which will
reduce the surface temperature of the pipe, where it would not pose a
physical hazard to
employees.
In accordance with 29 CFR 1903.19(d), abatement certification is required
for this violation
(using the CERTIFICATION OF CORRECTIVE ACTION WORKSHEET), and in
addition, documentation demonstrating that abatement is complete must be
included with
your certification.  This documentation may include, but is not limited
to, evidence of the
purchase or repair of the equipment, photographic or video evidence of
abatement, or other
written records.
