21 VSA Title 23, Chapter 3, Sub-chapter 5, Section 223 (a)(1) of the Occupational Safety and Health Act of 1970: The employer did not furnish employment and a place of employment which were free from recognized hazards that were causing or likely to cause death or serious physical harm to employees in that they were exposed to being struck by motor vehicles moving in the traveled portion of the roadway: Employees were not trained in traffic control procedures and were not provided warning signs, signals, barriers or high visibility vests. Feasible and reasonable means of abatement is to: 1 ) train employees in traffic control procedures ( Refer to MUTCD 2000) . 2) Provide warning signs, signals and barriers. 3) provide employees with high visibility vest and other appropriate safety equipment.
