21 VSA Title 23, Chapter 3, Sub-Chapter 5, Section 223(a): The employer did not furnish employment and a place of employment which were free from recognized hazards that were causing or likely to cause death or serious physical harm to employees in that the employees were exposed to moving vehicle traffic while working inside the work zone. Location: North Street & Hillhead Street, City of Montpelier Violation: The employer did not furnish employment and a place of employment which were free from recognized hazards that were causing or likely to cause death or serious physical harm to employees in that employees were exposed to moving vehicle traffic while working inside the work zone and not provided with high visible clothing, warning garments or a safety vest as to be identified by vehicle operators entering the work zone. Among other methods, one feasible and acceptable means of abatement would be the employers own abatement method which is to provide a safety vests when exposed to vehicle traffic
