an employee was exposed to a fall hazard as he worked from the top step of
a metal portable
ladder to perform landscaping work.
Among other methods of abatement, one feasible and acceptable method to
correct the hazard
is to prohibit employees from standing on the top step of a portable
ladder to perform their job.
