Section 5(a)(1) of the Occupational Safety and Health Act of 1970:  The
employer did not
furnish employment and a place of employment which were free from
recognized hazards that
were causing or likely to cause death or serious physical harm to
employees in that employees
were exposed to the hazards of:
a)On or about 07/12/2010 at Austin Highway Transmission located on 915
Austin
Highway, San Antonio, TX 78209, the service drop was in contact with
girders
of a carport behind the auto transmission shop, which can potentially
energize the
structure and expose employees to the hazards of electricity.
b)At the inspection site, a bungee cord was used to suspend messenger-
supported
wiring.  The employer used a bungee cord to prevent the messenger-supported
wiring from touching the metal girder.  A bungee cord does not comply with
the
National Electric Code requirement for attachments for multiconductor
cables
used for service drop.
Among other methods, one feasible and acceptable abatement method to
correct
this hazard is to comply in accordance with provisions stipulated in the
National
Electric Code Section 390.30 (A) Messenger and 230.27 Means of Attachment
as applicable.  Also, the meter loop could be moved to an exterior wall so
the
messenger-supported wiring is not in contact with the carport
structure.supported
