Section 5(a)(1) of the Occupational Safety and Health Act of 1970: The employer did not furnish employment and a place of employment which were free from recognized hazards that were causing or likely to cause death or serious physical harm to employees in that employees were exposed to the hazards of fall from elevation: (a) A fiberglass Werner 6 foot (2 m)step ladder had a broken leg. The ladder was used if plane fueling operations at the establishment. One method of abatement among others is to follow the ladder inspection guidelines provided by Werner: Look over your ladder carefully when you buy it and each time before climbing. Look for missing, damaged or loose components.
