Section 5(a)(1) of the Occupational Safety and Health Act of 1970:  The
employer did not
furnish employment and a place of employment which were free from
recognized hazards that
were causing or likely to cause death or serious physical harm to
employees in that employees
were exposed to the hazard of being struck by automobiles elevated by
automotive lifts.
a)At the facility, on or about 02/23/11:  Two Challenger and one Mohawk two
post, surface mounted automobile lifts were being operated without their
swing
support arm locking mechanisms being operational.
Among other methods, one feasible and acceptable abatement method to
correct this
hazard is to:
1.  Repair and/or adjust the swing support arm locking mechanisms in
accordance
with Automotive Lift Institute, Inc. standard for automotive lifts, 2008,
paragraph
4.4.4 which states; The lift owner or employer shall take all appropriate
steps to
follow the recommended inspection procedures of the lift manufacturer, but
in no
event shall the lift operator fail to inspect or take notice of the
following features
on a daily basis, (4) proper operation of the lift controls (including
over-travel
shut off devices and synchronizing systems), restraints and locking
devices.
2.  Ensure the automobile lifts  are operated in accordance with the
Automotive
Lift Institute, Inc. standard for automotive lifts, paragraph 4.4.2 which
states;
The operator shall use all applicable safety features provided on the
automotive
lift, and operate the lift in accordance with the instructions furnished
by the lift
manufacturer.
b)At the facility, on or about 02/23/11:  Employees using Challenger,
Hunter,
Rotary and Mohawk automobile lifts.  Mechanics were not trained in the
safe use
and operation of each brand of the lifts.
Among other methods, one feasible and acceptable abatement method to
correct this
hazard is to:
Ensure all operators of the automotive lifts have been trained in the safe
use and
operation of each brand of lift in accordance with the Automotive Lift
Institute,
Inc. standard for automotive lifts, paragraph 4.2.1 which states; The
owner or
employer shall ensure that operators of automotive lifts are instructed in
the safe
use and operation of the lift using the manufacturer-provided instructions
and
warning labels and the Automotive Lift Institute publications, "Quick
Reference
Guide, Vehicle Lifting Points for Frame Engaging Lifts", Lifting It Right"
and
"Safety Tips" and this ALOIM Standard.  Equivalent documents may be
substituted for proprietary materials.y
