Section 5(a)(1) of the Occupational Safety and Health Act of 1970:  The
employer did not
furnish employmnent and a place of employment which were free from
recognized hazards that
were causing or likely to cause death or serious physical harm to
employees in that employees
were exposed to severe burns from the potential dust explosion,
deflagration and fire hazards
caused by the improper design, and maintenance of dust collection system.
Enclosureless (10 horse power) dust collector was inside the building and
did not have adequate
safeguards to prevent/mitigate a dust explosion.
a) The fan was a potential ignition source because it was not totally
enclosed.
b) The dust collector was not at least 20 feet away from personnel and
other equipment
used by personnel.
c) The dust collector was not bonded and grounded.
ABATEMENT NOTE:Among other methods, one feasible and acceptable abatement
method to
correct these hazards is to have a qualified engineer inspect the cyclone
the dust collection
system to ensure that it is designed and installed in accordance with
National Fire Protection
Association (NFPA) 664-2007, section 8.2.2.5.1.4, Standard for the
Prevention of Fires and
Explosions in Wood Processing and Woodworking Facilities. Abatement
include:
*Move the cyclone dust collector 20 feet away from employees,means of
egress, and other
occupied areas.
*Bond and ground the dust collection system by method as listed in NFPA
664-2007,
paragraph 7.6.2.aph
