Section 5(a)(1) of the Occupational Safety and Health Act of 1970:  The
employer did not
furnish employment and a place of employment which were free from
recognized hazards that
were causing or likely to cause death or serious physical harm to
employees, in that, employees
were exposed to projectile and impalement hazards:
In the following locations, on or about October 4, 2010, compressed gas
cylinders were stored
upright without being properly secured to prevent the cylinder from
falling:
A. Makeup Area: A carbon dioxide cylinder was stored without being
properly secured.
B. Maintenance:
1.An argon cylinder was stored without being properly secured.
2.An acetylene cylinder was stored without being properly secured.
Among other procedures, one feasible and acceptable abatement method for
correcting this
hazard is to comply with the Compressed Gas Association pamphlet, Safe
Handling of
Compressed Gas Cylinders, CGA P-1-2000 paragraph 3.7.4 which states "All
compressed gas
cylinders in service or in storage at user locations shall be secured to
prevent falling or rolling."
