Section 5(a)(1) of the Occupational Safety and Health Act of 1970: The employer did not furnish employment and a place of employment which were free from recognized hazards that were causing or likely to cause death or serious physical harm to employees, in that, employees were exposed to an explosion hazard: Hospital of Central CT mail room: Employees attempted removal of a copper azide contaminated pipe in the mailroom beneath the clinical laboratory without properly neutralizing contaminates before attempting removal and without providing employees with adequate personal protective equipment. One feasible and acceptable abatment method to correct the hazard is to follow the "Current Intelligence Bulletin 13 on Explosive Azide Hazards" from the National Institute of Occupational Safety and Health (NIOSH) dated August 16, 1976.t
