Labor and Employment Article, Section 5-104 (a): The employer did not
furnish employment and a place of
employment which were free from recognized hazards that were causing or
likely to cause death or serious
physical harm:
(a)Date of Violation:On or About 12/02/10
Location:Water Treatment Building
Condition:Employees changed barrels of Ferric Chloride and Liquid
Chlorine,
both corrosives,
while the emergency eyewash was blocked by additional barrels.
(b)Date of Violation:On or About 12/02/10
Location:Wastewater Lagoon Laboratory
Condition:Employees changed supply lines containing  Sodium Hypochlorite
Solution and Sodium
Bisulfite, both corrosive, without an emergency eyewash that was capable
of
providing  15 minutes of continuous flow.
Among other methods, one feasible and acceptable method to correct this
hazard, have an accessible eyewash
that  provides at least 15 minutes of continuous flow that complies with
American National Standards Institute
(ANSI) Z358.1, "Emergency Eye Wash and Shower Equipment."
Abatement documentation (photographs, receipts, copies of programs,
training certification, etc.) is
required for this item.
