employer did not
furnish employment and a place of employment which were free from
recognized hazards that
were causing or likely to cause death or serious physical harm to
employees in that employees
were exposed to the hazards of wood dust explosions, deflagation and fire:
a) Location - Production:
On or about April 9, 2010, employees were exposed to the hazards of
combustible wood
dust accumulation associated with enclosureless dust collectors being
located directly next
to employee work stations, equipment, and main aisleways.
Among other methods, one feasible and acceptable means of abatement is to
comply with
the National Fire Protection Association (NFPA) 664, "Prevention of Fires
and
Explosions in Wood Processing and Woodworking Facilities", including but
not limited
to, ensuring the enclosureless dust collectors are installed and operated
in a manner to
minimize hazards to employees nearby. Such actions include but are not
limited to:
ductwork shall be metallic and be bonded and grounded; collected dust is
removed daily
or more frequently if necessary; collectors located at least 20 feet from
any means of
egress or area(s) routinely occupied by personnel; multiple collectors in
same room are
separated by at least 20 feet; documented housekeeping and inspection
programs are
developed and maintained.
