Section 5(a)(1) of the Occupational Safety and Health Act of 1970: The employer did not furnish employment and a place of employment which were free from recognized hazards that were causing or likely to cause death or serious physical hazards, including severe burns, to employees in that employees were exposed to dust explosion, deflagration, or other fire hazards: (a)Snyder and Counts Feed, Seed and Supply Co., Inc. at 265 Ranney St., Craig, CO 81625: On or about September 16, 2010, and at times prior thereto, a bagger in the production area was not equipped with explosion protection systems. This condition exposed the employees to dust explosion, deflagration, or other fire hazards. (b)Snyder and Counts Feed, Seed and Supply Co., Inc. at 265 Ranney St., Craig, CO 81625: On or about September 16, 2010, and at times prior thereto, the cyclones were not equipped with explosion protection systems. This condition exposed the employees to dust explosion, deflagration, or other fire hazards. Among other methods, one feasible and acceptable abatement method to correct this hazard is to perform the following: Among other feasible abatement methods to correct this hazard is to vent the baggers to a safe, outside location away from platforms, means of egress, or other potentially occupied areas. See NFPA 68, Standard on Explosion Protection by Deflagration Venting, for information on determining the appropriate explosion venting area and arrangement. Other feasible means of abatement include: suppression, containment, or inerting systems as described in NFPA 69, Standard on Explosion Prevention Systems. Among other feasible abatement methods to correct this hazard is to install spark detectors and abort gates, a dust collector suppression system, a spark detection and extinguishing system, and/or other automatic spark detection and fire suppression system in the ductworks feeding into the cyclones. National Fire Protection Association (NFPA) 61, Sections 6.1 and 6.2 apply in this instance. NFPA 69 is a supporting document of how to apply protection systems.
