29 CFR 1960.8(b):  The agency shall comply with the Occupational Safety
and Health
Administration standards applicable to the agency:
(a)  For the employees exposed to fire hazards from "exit routes" that
were not
protected with a two-hour fire rating.  The interior walls of both HVAC
service
rooms had large unsealed holes cut in them that negated the fire
resistance of the wall
to protect the employees within.
(b)  For the employees exposed to fire hazards from "exit routes" that
were not
protected with a two-hour fire rating.  The interior wall of the
electrical/computer
service room had large holes cut in them that negated the fire resistance
of the wall to
protect the employees within.
References:
(1)  29 CFR 1910.36(a)(2): An exit must be separated by fire resistant
materials.
Construction materials used to separate an exit from other parts of the
workplace must
have a one-hour fire-resistance rating if the exit connects three or fewer
stories and a
two-hour fire-resistance rating if the exit connects four or more stories.
(2)  The Alternative Standard for Fire Safety in Airport Traffic Control
Towers,
paragraph C.3.i. "Alternative A. For each ATCT having a single exit route
and total
occupant load of less that twenty-five occupants, the following
requirements must be
met:" and its sub paragraph B. "The tower is of Type I, Type II, or Type IV
construction".

were
not
equipped with functioning emergency lighting to assist employees in the
evacuation of
the tower in periods of limited to no visibility.  The hallways and the
stairwell
emergency lights did not have a functioning secondary battery supply in
the event that
power was lost to the facility.
References:
(1)  29 CFR 1910.37(a)(4): Safeguards designed to protect employees during
an
emergency (e.g. sprinkler systems, alarm systems, fire doors, exit
lighting) must be
in proper working order at all times.
(2)  NFPA 101 Life Safety Code section 7.9.2.1  "Emergency illumination
shall be
provided for not less than 1 1/2 hours in the event of failure of normal
lighting.
Emergency lighting facilities shall be arranged to provide initial
illumination that is
no less than an average of 1 ft-candle (10 lux) and, at any point, not
less than 0.1 ft-
candle (1 lux), measured along the path of the egress at floor level."

(a)  For the employees exposed to electrical shock hazards from an
inadequate
grounding system next to water.  In the control tower a water fountain was
plugged
into a standard outlet that was not GFCI protected either in the circuit
or the plug
itself.
