Section 5(a)(1) of the Occupational Safety and Health Act of 1970:  The
employer
did not
furnish employment and a place of employment which were free from
recognized hazards
that were causing or likely to cause death or serious physical harm to
employees in that
employees  were exposed to struck by hazards while working out of a
scissor lift.
An employee was exposed to injury while cleaning the facility with
compressed air while
working from a scissor lift because no steps were taken to prevent a
collision with the aerial
lift.
On or about March 21, 2011, the employer failed to monitor and supervise
the performance
of scissor lift operator(s) to ensure that a means had been provided to
protect against a
collision between the elevated scissor lift platform and the moving bridge
and cab of the
Kone 30 Ton gantry crane that was operating in the "A Side Shipping" area
of the plant.
Among other methods, one feasible and acceptable abatement method to
correct this hazard
is to take steps to prevent a collision with the aerial platform when the
aerial platform is to
operate within the area of travel of a bridge crane or similar equipment
in accordance with
ANSI/SIA A92.6-2006, American National Standards Institute for
Self-Propelled Elevating
Work Platforms, Section 7.10.34.
