General-duty citation text
Nevada Revised Statute 618.375(1): Duties of employers. Every employer shall furnish employment and a place of employment which are free from recognized hazards that are causing or are likely to cause death or serious physical harm to his or her employees. The employer failed to ensure that employees maintained a secure footing on the platform of a scissor lift, as follows: a)At the Universal Laundry & Linen, LLC workplace, employees were required to climb over the guardrails of the basket of a scissor lift in order to access and egress the loading chute of a tunnel washer (make: Lavatec). The task is performed when there is a buildup of linen that jams/clogs the machine. The distance from the toprail of the scissor lift to the edge of the chute was measured to be 1 foot 2 = inches. Employees are exposed to a fall hazard that was measured to be 10.2 feet to the concrete flooring below the work area, as a result of not maintaining a secure footing on the platform of the scissor lift. References: 1) American National Standards Institute (ANSI): ANSI/SIA A92.6-1990: Self-Propelled Elevating Work Platforms: - Paragraph 7.11.1 (Users) Personnel Footing. Personnel shall maintain a firm footing on the platform floor while working thereon. Use of planks, ladders, or any other devices on the aerial platform for achieving additional height or reach shall be prohibited. - Paragraph 8.10.1 (Operators) Personnel Footing. Personnel shall maintain a firm footing on the platform floor while working thereon. Use of planks, ladders, or any other devices on the platform for achieving additional height or reach shall be prohibited. 2) Operating Manual (make: Skyjack, model: SJ III-3219, serial number: 22004291): Page 12: Safety Precautions: AVOID falling. Stay within the boundaries of the guardrails. Page 13: Safety Precautions: DO NOT sit, stand or climb on the guardrails. It is prohibited. One feasible and acceptable means of abatement method is to ensure that employees follow all safety rules on the proper operation of scissor lifts.r
