employees were exposed to struck-by hazards from moving traffic:
a)  On or about December 17, 2010 and at times prior, employees were
exposed to struck-by
hazards associated with moving traffic in that, an effective traffic
control zone had not been
set up around the work area to protect workers due to the following: 1)
There were no
advance warning signs leading up to the work area to alert motorists to
road work. 2) Traffic
control devices such as cones or drums were not used to channelize traffic
around the work
area. 3) A trained and knowledgeable person was not available at the site
to apply traffic
control measures. 4) The traffic control plans developed by the employer
for this type of
work were not followed, nor were copies of these plans available onsite.
Abatement Note: Among other methods, a feasible and acceptable method to
correct this
hazard would be to set up traffic control zones in accordance with Part 6
of the Manual
on Uniform Traffic Control Devices (MUTCD-2003) or more current edition.
The
employer could also follow the traffic control plans that they had
developed for this type
of work.
