Section 5(a)1 of the Occupational Safety and Health Act of 1970: The
employer did not furnish
employment and a place of employment which were free from recognized
hazards that were
causing or likely to cause death or serious physical harm to employees in
that employees were
exposed to fire and explosion hazards:
Employees engaged in manufacturing activities in the Detagel Room and the
Aluminum Handling
Room were exposed to fire and explosion hazards for the following
instances:
a)  Employees were exposed to fire and explosion hazards in that fugitive
dust was
allowed to accumulated on horizontal surfaces in the Aluminum Handling
Room.
Among other methods, one feasible and acceptable method to correct this
hazard is to implement
a rigorous and regular housekeeping procedure to include class II
electrical rated vacuums,
natural fiber bristle brooms and nonsparking conductive scoops and
dustpans
as referenced in
paragraph 6.5.7.7 of NFPA 484 and paragraph 6.4.2.1 of NFPA 484.
b)  Employees were exposed to fire and explosion hazards in that dry-type
dust collectors
were not located outside or were not vented outside using explosion proof
venting
methods.
Among other methods, one feasible and acceptable method to correct this
hazard is to move the
dust collect outside of the building or install explosion proof venting as
referenced in paragraph
6.1.10.1.1 of NFPA 484.
c)  Employees were exposed to fire and explosion hazards in that aluminum
powder was
not handled to avoid spillage and the creation of airborne dust.
Among other methods, one feasible and acceptable method to correct this
hazard is to implement
the use of a secondary container/enclosure to capture spillage and
fugitive dust from the primary
dust collecting container at the bottom of the dust collector and to
remove the primary container
from the building prior to opening as referenced in paragraph 6.2.3.2 of
NFPA 484.
29 CFR 1903.19(d)(1) requires certification and documentation that the
abatement of the
above violation is completed.
