Section 5(a)1 of the Occupational Safety and Health Act of 1970: The employer did not furnish employment and a place of employment which were free from recognized hazards that were causing or likely to cause death or serious physical harm to employees in that employees were exposed to fall hazards: At jobsite 345 Riverview, Wichita, KS: an employee engaged in window cleaning activities was exposed to fall hazards of approximately 100 feet to the concrete below in that the employee working from the boatswain's chair was not provided with a safety belt and a life line which was extended from a separate anchorage point. AMONG OTHER METHODS, ONE FEASIBLE AND ACCEPTABLE METHOD TO CORRECT THIS HAZARD IS: Provide the employee a safety belt and life line which is independent of the boatswain's chair anchorage point as described in ANSI A39.1-1969 paragraph 6.2 Safety Belts and Lines. ANSI A39.1-1969 paragraph 6.2 states, "Anyone working from a boatswain's chair shall be provided with and shall use an approved safety belt and a life line equivalent to at least 5/8 inch first quality manila rope. It shall extend from a separate roof anchorage to the ground, and must be separate from the rest of the rigging." 29 CFR 1903.19(c)(1) requires certification that the abatement of the above violation is completed.
