Section 5(a)(1) of the Occupational Safety and Health Act of 1970: The employer did not furnish employment and a place of employment which were free from recognized hazards that were causing or likely to cause death or serious physical harm to employees in that employees were exposed to the condition(s) listed below: API RP 54, section 6.3.2 "Well operations involving the rig shall no be commenced until the rig is rigged up in a safe manner" On 06/10/2010 an times prior to, employees were working with a rig that was not rigged on a safe manner due to it not having base plates under all outriggers. This condition exposed employees to safety hazards.s
