Section 5(a)(1) of the Occupational Safety and Health Act of 1970:  The
employer did not
furnish employment and a place of employment which were free from
recognized hazards that
were causing or likely to cause death or serious physical harm, including
severe burns, to
employees in that employees were exposed to dust explosion, deflagration
or other hazards from
dust collection equipment located in the pallet storage area of the
facility:
The dust collector, present for various saws in the cutting and trimming
area, did not have
explosion protection equipment and was located inside the building and not
have means to
prevent a fire/explosion inside the dust collector from traveling fore and
aft of the collector.
Among other methods:
The installation of listed deflagration suppression systems or install
deflagration vents with relief
pipes extending to a safe area outside the building, per  NFPA 664,
Standard
for the Prevention
of Fires and Explosions in Wood Processing and Woodworking Facilities,
Chapter 8.2.2.5.1.4
and NFPA 68, Explosion Protection by Deflagration Venting and installation
of an isolation
devices such as but not limited to fast-acting mechanical valve or
actuated pinch valve per NFPA
69, Standard on Explosion Prevention Systems, Chapter 11.
