Section 5(a)(1) of the Occupational Safety and Health Act of 1970: The
employer did not furnish
a place of employment which was free from recognized hazards that were
likely to cause death
or serious physical harm to employees in that employees were surveying
along the center line
of a high-volume road without a one lane closure.
On February 17, 2011, Chamlin & Associates Inc. employees surveyed the
center line of
eastbound I-80 at approximately mile post 83.3 without a one lane closure.
Among other
methods, feasible and acceptable abatement methods to correct this hazard
include, but are not
limited to the following:
1.Ensure that all employees working in and near motor traffic work sites
are trained
in the requirements of the Manual on Uniform Traffic Control Devices 2009
Edition.
2.Ensure that a work rule is established that requires a lane closure when
surveying
a center line of a high-volume road as required by Section 6H.16 of the
MUTCD.
3.Ensure that a work rule is established that requires signage and
channelization
when work is performed on paved shoulders 8 feet or more in width as
required
by Section 6G.07.
Abatement documentation is required for this item in accordance with the
requirement of
29 CFR 1903.19(d).
