Section 5(a)(1) of the Occupational Safety and Health Act of 1970: The
employer did not
furnish employment and a place of employment which were free from
recognized hazards
that were causing or likely to cause death or serious physical harm to
employees in that
employees were exposed to the hazard of being struck by fragments of
polyvinyl chloride
(PVC) plastic pipe in the event that the PVC plastic pipe ruptures.
Location:  14480 62nd Street, Clearwater, FL 33760.
a)  In the production area of the Liquid Fill & Water Balance plant, PVC
plastic
piping was used in exposed above ground locations to transport compressed
air for air
operated tools, equipment, and for cleaning purposes. The use of PVC
plastic pipe in
exposed above ground locations is not recommended by the Plastic Pipe
Institute, and
such use is prohibited by ANSI/ASME B31.8-1986, Gas Transmission and
Distribution Piping Systems Standard. Violation observed on 01/27/2011.
HAZARD ABATED, OBSERVED ON 02/03/2011. The employer corrected the
hazard replacing all existing PVC pipes and fittings with metal piping
rated to
transport compressed air safely in exposed above ground locations.
