Section 5(a)(1) of Public Law 91-596, the Occupational Safety and Health Act of 1970: The employer did not furnish employment and a place of employment which were free from recognized hazards that were causing or likely to cause death or serious physical harm to employees, in that employees were exposed to an eye injury. (a)Kettle Area - On or about December 22, 2011 eye wash station no. 2 had a flushing fluid flow pressure of 48 pounds per square inch (psi) which exceeded ANSI requirement of 30 psi of flow pressure. The eye wash was not protected from freezing during freezing conditions. (b)Outside East Wall - On or about December 22, 2011 eye wash station no. 3 had a flushing fluid flow pressure of 50 pounds per square inch (psi) which exceeded ANSI requirement of 30 psi of flow pressure. The eye wash was not protected from freezing during freezing conditions. One feasible and acceptable abatement method would be to comply with ANSI Z358.1-1998 to ensure that the supply line provide an uninterruptible supply of flushing fluid at 30 pounds per square inch of flow pressure. Where the possibility of freezing conditions exists, equipment shall be protected from freezing or freeze protected equipment shall be installed.
