North Carolina General Statute 95-129(1) of the Occupational Safety and Health Act of North Carolina: The employer did not furnish each of his employees conditions of employment and a place of employment free from recognized hazards that were causing or likely to cause death or serious physical harm to employees in that employees were exposed to falls from elevation and struck by hazards: a)job site - 2 employees were working on the top plate, partial roof deck, and within the truss web to install trusses and decking at heights of 18 to 27 feet above the ground. The trusses were not stabilized against roll/collapse in that they had not been provided with proper restraint/bracing for the top chord, web member plane, or bottom chord. ABATEMENT NOTE: 1)Among other methods, one feasible and acceptable abatement method to correct these hazards is to provide and install diagonal and/or lateral bracing to the top chord, web member plane, or bottom chord. . This can be accomplished by following the instructions in The Truss Installation and Temporary Bracing of the Truss Plate Institute that were provided by the truss manufacturer and were available on the job site or have a professional engineer design a temporary bracing system. This diagonal bracing would stabilize and strengthen the truss system to permit workers to be on or inside the web to complete the installation. An explanation of the use of diagonal/lateral bracing is also included in OPN 109B, which was provided by the CSHO. Reference:Hazards recognized and addressed in the industry standard Commentary and Recommendations for Handling, Installing, and Bracing Metal Connected Wood Trusses by Truss Plate Institute (HIB091) and the Truss Installation and Temporary Bracing by Truss Plate Institute (BCSI-B1, 2, and 3).
