North Carolina General Statute 95-129(1) of the Occupational Safety and Health Act of North Carolina: The employer did not furnish each of his employees conditions of employment and a place of employment free from recognized hazards that were causing or likely to cause death or serious physical harm to employees in that employees were exposed to: caught by rotating parts: a) Shop production areas - the"Westward" and"Craftsman"13 inch drill presses were to de-burr small parts by an "off hand" technique with gloves and was not fastened or secured to the work table as required. Abatement note: one means of abatement would be to build a fastening jig where parts could be secured to the work table and the press pulled down into position by the provided feed handle. Reference: Westward Operating instructions document "1KEN3- 7" Page 5 item 5 Keep hands away from rotating parts, Item 13 Clamp workpiece or brace against column to prevent rotation. Page 15 Warning to avoid being pulled into the power tool do not wear loose clothing, gloves. neckties or jewelry. Craftsman owner's manual "#SP4963" Page 3 item 9.1 Don not wear :Gloves. item 9.d - A drill press VICE must always be fastened to the table -Never perform any "free hand" (hand holding workpiece rather supporting it on the table).ing
