Section 5(a)(1) of the Occupational Safety and Health Act of 1970:  The
employer did not
furnish employment and a place of employment which were free from
recognized hazards that
were causing or likely to cause death or serious physical harm to
employees in that employee(s)
were exposed to fall hazards:
(a)30 West Pershing Road, Kansas City, Missouri:  An employee was exposed
to
a fall hazard of approximately 10 feet above the ground, standing on the
midrails
of the Genie GS-2632 scissor lift platform.  The top rail chain at the end
of the
platform was not fastened.
Among other methods, one feasible and acceptable method to correct this
hazard is per the
American National Standards for Self-propelled Elevating Work Platforms
A92.6-2006.  Section
7.10.4 states that Guardrails shall be installed and positioned, and
access gates or openings
shall be closed per the manufacturer's instructions.  Section 8.8.2 states
that prior to each
elevation the operator shall ensure guardrails are installed and access
gates or openings are
closed per the manufacturer's instructions.  Section 8.10.9 states that
personnel shall maintain
firm footing on the platform floor while working thereon.  Climbing by
occupants on the midrail
or toprail of the aerial platform is prohibited.
Abatement certification is required for this item - use the CERTIFICATION
