Section 5(a)(1) of the Occupational Safety and Health Act of 1970: The employer did not furnish employment and a place of employment which were free from recognized hazards that were causing or likely to cause death or serious physical harm to employees in that employees were exposed to fall hazards while climbing on the guardrails of a scissor lift: a)On December 22, 2011 at the Webster Electrical Cooperative job site located at 1240 Spur Drive in Marshfield, MO, an employee was exposed to a fall from height hazard in that the employee was climbing onto the guardrails of an elevated scissor lift to gain access to and from the structural steel of the building. AMONG OTHER METHODS, ONE FEASIBLE AND ACCEPTABLE METHOD TO CORRECT THIS HAZARD IS: Comply with ANSI/SIA A92.6-1999, Self-Propelled Elevating Work Platforms which states in Chapter 7.10 (9) that "personnel shall maintain a firm footing on the platform floor while working thereon. Climbing by occupants on the midrail or toprail of the aerial platform is prohibited." Abatement certification is not required for this violation.ion
