Section 5(a)(1) of the Occupational Safety and Health Act of 1970:  The
employer did not
furnish to each of his employees a place of employment which was free from
recognized hazards
that were causing or likely to cause death or serious physical harm to
employees in that
employees were exposed to the hazard of falling while working from a
wooden pallet raised by
a fork lift to a height of 9 feet 11 inches.  The pallet was not attached
to the forks.
Among other methods, one feasible and acceptable method of abatement is to
properly
attach and secure the pallet to the forks of the fork lift per ANSI/ITSDF
B56.1-2009
Safety Standards for Low Lift and High Lift Trucks, Paragraph 4.17.3(b).
