Section 5(a)(1) of the Occupational Safety and Health Act of 1970:  The
employer did not
furnish employment and a place of employment which were free from
recognized hazards that
were causing or likely to cause death or serious physical harm to
employees in that employees
were erecting inadequately supported trusses exposing them to crushing
injuries:
a) Jobsite, 164 Brickyard Road, Mars, Adams Township, PA: On or before May
11,
2011, employees were setting 75 foot long wooden roof trusses at the No
Off Season
Development building. The top cord of the roof trusses were braced every
12 feet instead
of every 4 feet, and the gable truss was not braced to the ground as
required by the
Wood Council of America and Truss Plate Institute guidelines outlined in
Building Safety
Information, BCSI-B1 Summary Sheet-Guide for handling, installing,
restraining and
bracing trusses, dated 2006. The gable truss was not uniformly supported
for
its entire
length over a load bearing wall as required by the truss manufacturer.
These conditions
caused the roof trusses to collapse injuring 2 workers.
Among other methods, one feasible and acceptable means of abatement is to
follow the
recommendation of the component manufacturer, along with the Wood Truss
Council of
America and Truss Plate Institute guidelines outlined in Building
Component Safety
Information, BCSI-B1 Summary Sheet-Guide for handling, installing,
restraining and
bracing of trusses, dated 2006, and the BCSI-B2 Summary Sheet-Truss
Installation &
Temporary Restraint/Bracing, dated 2006.
