Section 5(a)(1) of the Occupational Safety & Health Act of 1970:  The
employer did not furnish
employment and a place of employment which were free from recognized
hazards that were
causing or likely to cause death or serious physical harm to employees in
that employees were
exposed to struck-by, crushing, and pinch-point hazards:
(a)1705 Hanover Pike, Littlestown, PA - The employer allowed employees to
use
a CL Challenger Lift in bay two that had the safety latch disengaged by
placing
a screwdriver in the slot, thereby exposing employees to possible injuries
of
getting struck by a falling vehicle or a moving component of the lift, on
or about
October 18, 2011.
(b)1705 Hanover Pike, Littlestown, PA - The employer allowed employees to
use
a Morco Lift in bay one that had the safety latch disengaged by placing a
bolt in
the slot, thereby exposing employees to possible injuries of getting
struck
by a
falling vehicle or a moving component of the lift, on or about October 18,
2011.
ABATEMENT NOTES:  Among other methods, one feasible and acceptable method
to
correct this hazard includes following both the American National
Standards (ANSI/ALI
ALOIM) for Automotive Lifts-Safety Requirements for Operations, Inspection
and
Maintenance, 2008 Edition, as well as Listing It Right:  A Safety Manual
from The
Automotive Lift Institute (ANSI/ALI 5.6.2.16), including, but not limited
to:
*ANSI/ALI 5.6.2.16:  Operate the lift through its full cycle and check the
operation of the positive stop.  Check to see if the lift locks engage in
the
fully extended position.  On lifts employing continuous locking systems,
check
to ensure that the lift locks are operational and engage in all the
intended
points.  Also check to confirm proper operation of the lock release
mechanisms and the lock reset devices.  Report improper function, excessive
wear or damage.
Abatement certification required within 10 days after abatement date. The
certification shall include a statement that abatement is complete, date
and method
of abatement, and states employees and their representatives were informed
of this
abatement.
