29 CFR 1910.119(c)(1): The employer did not develop a written plan of action regarding the implementation of the employee participation required by 29 CFR 1910.119: Employees are exposed to hazards of ammonia which could result in asphyxiation, explosion and flash fire. A written plan of action regarding employee participation in the development of process hazard analyses and elements of the process safety management of the ammonia refrigeration system had not been developed. The one page document identified as "PSM - Employee Participation" was inadequate in that it did not outline the specifics of how/in what manner employees will be involved in the execution of the facility's PSM program. 29 CFR 1903.19(c)(1) requires certification that the abatement of the above violation is completed.
