Section 5(a)(1) of the Occupational Safety and Health Act of 1970:  The
employer did not
furnish employment and a place of employment which were free from
recognized hazards that
were causing or likely to cause death or serious physical harm to
employees in that, employees
were exposed to hazard of being struck during the process of dismantling a
crane:
WORKSITE: The employer did not ensue through visual observation, specific
instruction and
training that the Tandano-Mantis, 100 ton telescopic boom crawler crane,
model number 20010,
serial number B4200-20 (Crane), which was loaded onto a trailer bed was
completely and
positively secured prior to retracting the car-body outriggers to prevent
the Crane from
displacement from the trailer.
On or about January 25, 2012, the Crane was displaced and tipped over
while the employees
were engaged in the above process and caused significant damages to the
Crane and other
vehiclesss.
Among other methods, one feasible and acceptable means of abatement is to:
1. Follow and comply with the procedures listed in the manufacturer's
specification sheet NO.
481-03/11 "Transport Plan".
2. Train and ensure that employees utilize proper dismantling procedures
when dismantling the
crane.
3. Utilize other safe engineering technologies.
