Section 5(a)(1) of the Occupational Safety and Health Act of 1970: The employer did not furnish to each of his employees employment and a place of employment which were free from recognized hazards that were causing or likely to cause death or serious physical harm to employees in that employees were exposed to a dust explosion, deflagration, or other fire hazards due to the ignition of combustible dust by static discharge: a) Compounding Area- The employer did not ensure that grounding and/or bonding was maintained on the dust collector, equipment and duct work to dissipate static electricity. Employees were exposed to fire/explosion hazards while performing various assigned duties involving the weighing, mixing and packaging of PVC resin. A sample taken on December 21, 2011 was determined to be a CLASS II combustible dust. Among other methods, one feasible and acceptable abatement method to correct the hazard is to ground and/or bond the dust collector, ductwork and equipment as required by NFPA 654 " Standard for the Prevention of Fires and Explosion in Manufacturing, Processing, and Handling of Combustible Particulate Solids. Edition 2006, Chapter 9, Section 9.31.3. ABATEMENT CERTIFICATION AND DOCUMENTATION IS REQUIRED.TION
