11.5.1.13 NMAC
Section 50-9-5(A), NMSA 1978 (New Mexico Occupational Health and Safety
Act):  Every
employer shall furnish to each of his employees employment and a place of
employment
which are free from recognized hazards that are causing or are likely to
cause death or
serious physical harm to his employees:
1.Employees performing maintenance repair tasks on automobiles on lifts
are exposed to
the hazard of lift failure and subsequent release since the emergency
locking system is
inoperative:
A.Bay 1 outside of office, Hanmecson 10K, steel cable for release broken
and wrapped around east pillar to keep lock from engaging.
B.Fourth bay from office, Hanmescon 14K, pneumatic locks inoperative.
C.West wing of garage, north lift, east side; unknown manufacturer, 6-
7k; over centering mechanical lock inoperative.
Therefore, employees are working in an environment that is not free from
recognized
hazards as described by ANSI/ALI ALOIM:2008, Safety Requirements for
Operation,
Inspection, and Maintenance for Automotive Lifts, para 5.6.2.16.  On
feasible and
acceptable abatement method includes but is not limited to engaging a
qualified lift
repair vendor that can perform repairs in accordance with the lift
manufacturer's
recommendations.
2.Employees performing maintenance repair tasks on automobiles on a lift
are exposed
to the hazard of the automobile falling off of the lift because one of the
four lift pads
is broken and a substitute spacer must be inserted:
A.Second bay from office, unknown manufacturer.
Therefore, employees are working in an environment that is not free of
recognized
hazards as described by ANSI/ALI ALOIM:2008, Safety Requirements for
Operation,
Inspection, and Maintenance for Automotive Lifts, para 5.6.2.17.  One
feasible and
acceptable abatement method includes but is not limited to replacing the
broken pad
with a serviceable component.
3.Employees performing maintenance repair tasks on automobiles on lifts
are exposed to
the hazard of lift failure and release because of a hydraulic leak of the
main cylinder:
A.West wing of garage, north lift, east side; unknown manufacturer.
Therefore, employees are working in an environment that is not free of
recognized
hazards as described by ANSI/ALI ALOIM:2008, Safety Requirements for
Operation,
Inspection and Maintenance for Automotive Lifts, para 5.6.3.1.  One
feasible and
acceptable abatement method includes but is not limited to inspecting
cylinder surfaces
and repairing or replacing damaged areas and replacing seals in accordance
with the
manufacturer's recommendations or established industry repair practices.
