Section 6(a) of the Puerto Rico Occupational Safety and Health Act:  The
employer did not
furnish employment and a place of employment which were free from
recognized hazards that
were causing or likely to cause death or physical harm to employees in
that employees were
exposed to:
Seccion 6(a) de la Ley de Seguridad y Salud en el Trabajo de Puerto Rico:
El patrono no
proveyo empleo y un sitio de empleo libre de riesgos reconocidos que esten
causando o que
puedan causar muerte o dano fisico a los empleados, por cuanto empleados
estaban expuestos
a:
Employees involved in rescue and emergency operation use vehicle with the
following
deficiencies:
a.Emergency brake or parking brake  mechanism is inoperable.
b.The passenger's front door can't be opened from the inside nor outside,
it can be opened
only through the key.
c.The driver's door doesn't have a handle to open the door, the door can't
be open from
the inside.
Hazard:  Brake failure when vehicle is in a slope; delay in getting out
due to being trapped
inside vehicle.
Among other methods, one feasible and acceptable to correct this hazard is
to provide
maintenance to the vehicle and repair the defects.
Empleados envueltos en operaciones de rescate y emergencia utilizan
vehiculo con las siguientes
defiiencias:
a.El mecanismo de freno de emergencia o freno de estacionamiento esta
inoperable.
b.La puerta frontal del pasajero no puede ser abierta desde el interior ni
del exterior,
solamente puede ser abierta con la llave.
c.La puerta del chofer no tiene el mango para abrir la puerta, la puerta
no
puede ser
abierta desde el interior.
Riesgo:  Fallas en los frenos cuando el vehiculo esta en una pendiente;
demora en salir al estar
atrapado dentro del vehiculo.
Entre otros metodos, un metodo factible y aceptable de corregir este
riesgo es brindar
mantenimiento al vehiculo y reparar las defectos.
