Section 5(a)(1) of the Occupational Safety and Health Act of 1970:  The
employer did not
furnish employment and a place of employment which were free from
recognized hazards that
were causing or likely to cause death or serious physical harm to
employees in that employees
were exposed to fall hazards while using a ladder:
Hanger - An employee was exposed to a 7 foot fall hazard while leaning
over a ladder
side rail with one foot on a shelf, one foot on the ladder, and both hands
off the ladder
holding a box.
Among the feasible means of abatement were: Use the available person-lift
to access
elevated locations and shelving. 2a. Add ladder safety rule(s) to address
this hazard in
the corporation Safety Manual, at Section B, Page 5, D. Ladders.  2b.
Effectively
communicate these rules. 2c. Conduct inspections to enforce these rules.
2d. Enforce the
rules uniformly and with progressive discipline.
