OSHA opens inspections for many reasons: routine scheduling under a national or local emphasis program, an employee complaint or referral, or a follow-up after a reported injury. Section 5(a)(1) of the Occupational Safety and Health Act of 1970: The
employer did not
furnish employment and a place of employment which were free from
recognized hazards that
are causing or are likely to cause death or serious physical harm to his
employees in that
employees were exposed to hazards of being struck by racking systems that
were not anchored
to prevent collapse:
(a)Plant 1 and Plant 2; On or about March 08, 2012 and at times prior to;
employees were exposed to struck by hazards in that storage racks located
in the
facility were not bolted down to the floor foundation to prevent sliding or
collapse.
A feasible means of abatement: The ANSI/RMI Specification requires that
all rack columns
should be anchored. This means that both the aisle column and the interior
or rear columns must
be anchored on all frames according to the instructions from the
manufacturer and applies to all
rack frames all the time. If there is a specific application where the
racks

user should get permission from the manufacturer's engineer to waive the
requirement. Anchors
are required to resist many forces at the base of the columns and to
maintain the position of the
rack column.
