Labor and Employment Article, Section 5-104(a): The employer did not furnish employment and a place of employment which were free from recognized hazards that were causing or likely to cause death or serious physical harm to employees: (a)Date of Violation:10/04/12 Location:Switchgear Vault Condition:An employee was testing electrical circuits operating at 13.8 kv without any FR clothing, proper hearing protection and hand and arm protection. Among other methods, one feasible and acceptable abatement method to correct this hazard is to ensure that employees wiring up fixtures follow NFPA 70E 2009, Article 130.7(C)(1) Personal Protective Equipment All parts of the body inside of the Arc Flash Protection Boundary shall be protected, NFPA 70E 2009, Article 130.7(C)(6) for hand protection, and NFPA 70E 2009, Article 130.7(C)(10) Personal Protective Equipment for Hazard Risk Category 4 for ear protection. Abatement documentation (photographs, receipts, copies of programs, training certification, etc.) is required for this item.
