Section 31-370(a) of the Connecticut Occupational Safety and Health Act:
The employer did
not furnish employment and a place of employment which were free from
recognized hazards
that were causing or likely to cause death or serious physical harm to
employees in that
employees were exposed to struck by hazards when working around refuse
trucks during
residential trash pick up.

(A)Scranton Avenue
(1)On May 15, 2013 at approximately 7:40 a.m. a New Haven Public
Works refuse truck operating in reverse struck and injured a
worker. Among other methods, feasible and acceptable means of
abatement would be for the employer to develop and implement
safety related work procedures around refuse vehicles and train
employees on these procedures, including but not limited to
backing safely, conducting spotter activities, and working around
mobile equipment. Guidance materials that should be referenced
include 1) NIOSH Alert, "Preventing Worker Injuries and Deaths
From Moving Refuse Vehicles" 2) The National Solid Waste
Management Association (NSWMA) "Manual of Recommended
Safety Practices" (NSWMA 1988) 3) ANSI Z245.1-2008 "Mobile
Wastes and Recyclable Materials Collection, Transportation, and
Compaction Equipment-Safety Requirements".
