Nevada Revised Statute 618.375(1): Duties of employers. Every employer
shall furnish
employment and a place of employment which are free from recognized
hazards that are causing
or are likely to cause death or serious physical harm to his or her
employees:
At the Purrfect Auto Shop #236, employees use seven automotive lifts to
make repairs
on standard and commercial vehicles; Forward brand (2) post lift, serial
#1070BKN29310, Hanmecson (2) post lift, serial # 05102151, Hanmecson (4)
post lift,
serial #04140217, Hanmecson (4) post lift, serial #04140226, Forward (2)
post lift, serial
107BKN, Hanmecson (4) post lift, serial #04140218 and a Ammco (2) post
lift, serial
#P000002270. Employee training and checklist records, equipment
maintenance and
documentation were not maintained in accordance with ANSI B 153.1/ALI
ALOIM:2008
nor the Hanmecson International, Inc Owner's Manual Standards. The ANSI/ALI
ALOIM:2008 Standards 4.3, 5.4, 5.6.1, and 6.1.1 require that the employer
adhere to
operator training, inspection documentation, inspection points checklists
and a planned
maintenance procedure.
4.3 Operator Training. The owner or employer shall appropriately document
operator
training by completing the operator training log found in the appendix to
this standard.
5.4 Qualified Inspection Documentation. A record of each periodic
inspection shall be
prepared and maintained noting the observations and findings of all points
of inspection
recommended by the manufacturer as well as subsequent repairs or
replacements
accomplished.
5.6.1 Inspection Points - Checklist. The qualified lift inspector shall
follow the specific
directions provided by the lift manufacturer in the inspection of each
lift including the
following minimum points. If a lift manufacturer supplied checklist is not
readily
available then the appropriate periodic inspection checklists(s) located
in the appendix to
this standard shall be used. At the completion of the inspection the
qualified lift inspector
shall complete the inspection certificate also located in the appendix to
this standard. The
qualified lift inspector shall obtain the acknowledgement signature of the
owner or
employer and post the inspection certificate along with the inspection
checklist on or near
the lift inspected or together with other printed material or records
pertaining to the lift.
6.1.1 Planned Maintenance Procedure. The owner or employer shall establish
a periodic
planned maintenance procedure in accordance with the recommendations of
the lift
manufacturer in order to ensure reliability and allow the continued safe
operation of the
lift.
AMONG OTHER METHODS, ONE FEASIBLE AND ACCEPTABLE ABATEMENT
METHOD WOULD BE TO FOLLOW THE REQUIREMENTS OF THE ANSI/ALI
ALOIM: 2008 WITH REGARDS TO OPERATOR TRAINING, INSPECTION
DOCUMENTATION, INSPECTION POINTS CHECKLIST AND IMPLEMENTATION
OF A PLANNED MAINTENANCE PROCEDURE.E
