Section 5(a)(1) of the Occupational Safety and Health Act of 1970:  The employer did not furnish employment and a place of employment which was free from recognized hazards which were likely to cause death or serious physical harm to employees in that, employees were exposed to fall hazards:    a)  On or about March 25, 2011, and at times prior, employees were not adequately restrained from catapulting from the basket or an aerial lift through the use of a properly installed fall restraint system.  An employee was utilizing a fall arrest system with a 6 foot lanyard and a body belt while working in the basket which would not provide adequate protection.  The aerial lift was moving over and working on uneven ground.     b)  On or about March 25, 2011, and at times prior, employees used a body belt as part of a fall arrest system while working from an aerial lift.  The use of a body belt was not acceptable as part of a fall arrest system because it would not evenly distribute force to the body in the event of a fall and could result in injuries.            Abatement:    Among other methods, one feasible and acceptable abatement method to correct the hazard is to provide a body harness and a short lanyard that would ensure restraint and prevent employees from falling from the basket of the aerial lift.
